In October 1980, at a beachside resort in St. Petersburg, Florida, twenty experts gather for a weekend conference on an issue starting to gain traction: the effects of carbon dioxide emissions and rising global temperatures on the climate. This group of environmental activists, scientists, and U.S. policymakers have a simple mandate from Congress: write a statement about what to do and how Congress should react. Easier said than done.
